Neither has de Blasio, but why not give it a shot, he won't be around to see the negative future repercussions anyway. At least he meant well.

Just because NYC/mayor wants *something* built on empty lots it does not follow property owners will build rental housing, especially market rate.

A taxpayer property could go up that would generate enough income to pay the taxes. It wouldn't be something easily emptied and or torn down etc... at a later date.
