if they are working they are ALREADY working to pay the rent
(and anyone in the household over 18 and NOT working still has to volunteer)
so are they supposed to quit a paying job... to volunteer?
if they are on welfare they still have to do WEP...so still no time for two jobs
SO the facts REMAIN Welfare and Housing BOTH have these work requirements IN PLACE already
so basically excluding dont take these requirements off the books

NYCHA Community Service Requirement

Work Experience Program (“WEP”) participants are also protected under the City’s EEO Policy. WEP participants are public assistance recipients who are required to accept workfare assignments in order to receive benefits. The City of New York is committed to protecting WEP participants who perform work at City agencies
from unlawful discrimination. WEP participants are protected under Title VII of the Civil Rights Act of 1964, 42
U.S.C. §2000e, et seq. (“Title VII”); the Americans with Disabilities Act, 42 U.S.C. §12101, et seq. (“ADA”);
and the Age Discrimination in Employment Act, 29 U.S.C. §621, et seq. (“ADEA”). Accordingly, WEP
participants have a right to a workplace that is free of discrimination, including harassment, based on race, color,
national origin, religion, gender, disability, or age, as provided for in the above laws.
If you don't have to do it (because you are exempt if you 1) work 20hrs a week, 2) someone in your FAMILY in the house (not even you!) is on welfare, if you are at school, if you are over 60, its not a requirement - you don't have to do it.
And seeing as you didn't get it last time, its "know-nothing". ie you know nothing. "No nothing" - your label, and it fits ya!!

You don't have to if you're not working and someone, anyone, in your household is on public assistance - you get a free ride becuase someone in your house is getting.... a free ride. Great system.
Now why don't you carry on with your plan to help this person not vacate the apartment for someone more needy. Great advocate for those in need you are.

no volunteering requirement if 1) you work even part time 2) you are on welfare 3) someone in your household is on welfare. Thats why there is no volunteering, because evryone is exempt.

Just make sure you get yourself a good trust and estate attorney so that your next of kin gets everything that you've worked so hard for handed down with no issues. We wouldn't want the city to make some crazy assumption that you really do not own your apartment.
