Exactly my point. You don't move to midtown Manhattan and then complain about noise. The "noise' was there before you and will be there long after you.
I don't agree with this. Of course there's a certain amount of city noise that is ongoing, but if you have something that overpowers that noise and is annoyingly bad, obnoxious and unnecessary, and over the legal decibel limit, then there is no harm calling 311 or taking other measures to try to get it to stop.

Do you think one guy beating of a few buckets is over the legal limit for sound in a city ? I think not

Midtown has enough noise as it is but to add UNNECESSARY noise to an already noisy area is unacceptable. It interferes with the quality of life that we have been so insistent on correcting over these past years.
I can deal with traffic jams and police sirens now and then but someone deliberately banging on buckets and pot and pans is OVERKILL.
The PC police from South Carolina have somehow found this thread.
OP- I read sometimes when uninvited people are hanging out on your front stoop, you can poor honey all over it so they won't do the same thing the next day. Of course this would only work if it's not possible for him to just move a few feet down and end up closer to your window
LOL, I did lived in Brooklyn and worked in lower manhattan at south street seaport and literally walked all over the city, I know that sound.
