Parkchester apartments - I rent mine for $1050. You can still find $950, $975 priced 1 bedrooms in the Bronx but either they are small or are 4th floor walk ups. Check Craigslist, penny pincher and trulia.
I've been told by some that most of the Island isn't....... what's the word..... "accepting". Correct me if I'm wrong I've explored the other boros but I'm ignorant of Staten Island.... just word of mouth.
South of the Staten Island Expressway isn't a good place to live for African-Americans. North of the SIE is mostly fine.
Perhaps seek a "Large Studio" and put up a divider screen. Wait, keep reading...
Food for thought: Concerning a large clean basement space we considered developing into an apt, with only one window, realtors advised: "Don't make a 1-BR, make a large studio apt there. Nobody prefers a windowless bedroom. A 1-BR attracts children (can't evict) and you want an adult. As a landlord, the differential in rental you can ask between a large studio and 1-BR isn't worth the hassle to you. If you add a half-high-wall divider to separate off the bed, the tenant can sleep with window ventilation. Charge $1K for a Large Studio Apt." That was their advice.
This is in East Crown Heights - Weeksville. Proud African-American history there celebrated in the new Weeksville Heritage Museum. Four GOOD subway lines (A, C, 3, 4) at 2 Utica express stations.
