Most people are consumers, not producers of tech.
The agricultural sector of the economy has been around for thousands of years. What percentage of the population works in that? Under 2%. Technology, mechanization, fertilizers have all substantially increased productivity in farming so you need comparatively few people working in agriculture.
That's just a sample. You are not going to get 25% out of 300 million people in the US working in tech. You only need a comparatively smaller percentage of the population in that industry.
