You hear it in white ethic enclaves like the Country Club section of The Bronx, where houses are passed down generation to generation, and most buyers grew up in the neighborhood. But that represents a smaller and smaller slice of New York City. The American-born children of today's immigrants, no matter where they came from, do not develop that New York "Archie Bunker" accent.
Old typical "New Yawk" accent (think Bugs Bunny, Archie Bunker, Hazel (Shirley Booth), etc...) was largely influenced by immigration especially Southern European Jews and Yiddish. As all that has wound down all you have is parent to child or whatever means the next generation picks up it's speech patterns.
All this being said such New York, New Jersey accents and so forth are still around. Just watch shows like "The Sopranos" or such dealing with Italian-Americans from NYC or NJ area and you'll hear it loud and clear. Especially with words like "youse, mudda, fadda, ovah, doin, etc..."
Actor Mandy Patinkin has a wonderful New York/Jewish accent though not sure how much of it is emphasized for his work versus normal speaking.
