Or black on black crime..... This is not a hot news story but a white person murdering a black or latino (racism), a police officer murdering a black or latino (racism, racial profiling, police brutality, etc) You have a HOT story...$$$, publicity for his name, press, $$, etc.

So who makes the call to arrest someone in a situation like this one? The cops on the street or a higher up? Should the cops have looked the other way and let thing ride? My thinking is that they should have let things ride. Selling bootleg cigarettes doesn't seem like a big deal. But maybe they were getting complaints about the guy from the local store owners and felt pressured to to something.

It's a big deal to the city, state, and lawful merchants. No, it's not murder but still a crime. The cop on the street doesn't need permission to make an arrest for a crime committed in his presence or if he has probable cause.

Exactly. By illegally selling cigarettes he was not paying taxes and you can certainly be arrested for non payment of taxes.

Just because they aren't happy about it does not mean that his kids will spend their lives being angry about it. Perhaps this will motivate them not to be like their dad, since the path their dad chose quite clearly didn't work out for him. And they have constant reminders on the internet.
