The guy was not living in the shelter. While posing as a cab, he gave the woman and her children a ride from Upper Manhattan to the shelter in Queens. The man was NOT a shelter resident. He was a freak and he could have done this anywhere, shelter or no shelter.

Yes, but what do his actions really have to do with the shelter? The connection seems pretty stretched.

Yeah it's a stretch, but I get what he's saying - that homeless people attract a certain element. If not the rapist from that woman's old neighborhood then the abusive boyfriend/husband that follows them into Queens or whatever and breaks into a car or house while he's there etc...
