550 a month? You would probably have to live so far away in the Bronx that you'd probably end up needing a car. I would put rent a minimum of 700 a month + utilities.
And I doubt you can save 30k a year on an income approved for food stamps. Do you plan on not working at all in NYC? If you're just going to save 30k for a year with no job you will be heavily bored and most likely spend more money and you'll be out of money quite quick.
What exactly do you mean by high end? You won't be able to afford a Gucci belt or a LV wallet but there plenty of stores like H&M and Forever 21 on 5th avenue.
1 month subway card is about $108 you probably should just forget about a taxi more than once or twice month which should be about 20$ depending on where you live and where you need to go. Taxi's are generally about $8-$10 any more than that and you should take a subway.

If you were a smart guy you would know that New York City is not the place for you. You clearly need to do more research. New York City is one of the worst cities to be poor in. Stay where you are

New York City is the *most expensive* city in this country. If you don't have enough money, why on earth would you move here? You would be much better off living in a low cost of living area in Michigan.
