i was on dekalb avenue a block away from macys and some big guy comes up to me (i am a small guy) and hands me a CD. i kept trying to walk around him. it was a hassle. i didn't make eye contact. this was at about 3 pm on a friday a week ago. forced solicitation on people. i wasn't an adult during the squeegee extortion scams of the 80s when the guys would throw dirty water on your car and then clean it and force you to pay up. you will always get such riff raff in a city this large.
LOL Atlantic & Bedford by the homeless shelter was the worst! It still isn't great. Couple months ago, I was stopped at the long red left turn signal there and some dude asked for change. I said I didn't have it. He moves onto the next car. Then he comes back to my car and looks at the empty Checkers paper bags on my passenger seat. He says, "Can I at least get a burger?" I said, "Bags are empty. Now can you at least get the eff outta my face?" I wanted to throw them empty bags at him. Luckily the light turned green. smh
I see what YoungLove21 is saying though. I've never felt harassed by anyone...more so annoyed, but I usually just keep it moving and ignore.
I don't know who started this trend of costumed characters hanging around tourist areas for pictures and money, but it has gotten completely out of control! It's hard enough to get around Time Square or Herald Square, but now with dumb ass tourists stopping to take pictures with some raggedy Elmo it's 10X worse. I can understand a picture with someone dressed as the Statue of Liberty or something, but what do Elmo or Mickey Mouse have to do with New York? And there are dozens of these characters all in the same spot. Aren't they violating copyrights or intellectual property laws or something like that? I'm sure the characters need to earn money, but enough!! That said, they wouldn't be crowding the pedestrian plazas if they weren't making money off of the aforementioned dumb ass tourists. Go to Orlando or Sesame Place for your photos!

He is called the "naked cowboy" that's who started all this and continues to run a business hiring all sorts of illegals to pose with tourists. Anyone that shows up and tries to imitate his business with get a letter from his lawyer.
And all it would be is a letter. There's no legal right to anything there.
If anyone could write a cease and desist letter with any teeth behind it, it would be the owners of the trademarks for the characters.

I find all those people totally annoying. However, it's not illegal to be annoying.
Worst of all are those subway performers who start breakdancing, drumming, etc. when I'm trying to chill and read by book in peace. But I'd never complain to the authorities. It's honest labor, after all.
