This scheme is nothing new. New York City as well as New York State join legions of others around the USA that make money off tourists to raise revenue without increasing taxes on locals, or so they say.
Hotel, car rental and other such taxes are in theory directed at tourists. However if you rent a vehicle in NYC regardless of being a resident or not you'll pay 13.25% in taxes.

Exactly, I laugh when people say tourist won't go there anymore unless it's free. And what kind of tourist are they such that they're only willing to do something in NYC if it's free. If they're not willing to fork over a few bucks for a boat ride with a nice view then I wouldn't expect them to buy anything on SI other than a tropical fantasy.
good, lets the tourists pay it.
they love taking money from tourists on those loud and annoying tourist helicopters, that we want banned for quality of life issues but they wont ban them because they say the revenue from them is in the millionss....so good, take the money from the tourists, let them get millions fron the ferry. at least that is quiet
No more homeless people on the boat. ... need to get them out of the waiting area.
They'll just get a free NYC ID card that says they live on SI!
Anyway, this sounds like a plan that will cost more than it raises. Don't most tourists take the subway to lower Manhattan, to board the ferry? They're already paying a fare each way, then.
I hope they don't do it. As has already been said, it is a nice boat ride and a good view of the Statue of Liberty and one of the last rides in the City that are free.

Then move to Staten Island.
For those of us who only have three ways off the island (Bus to Bayonne, bus to Bay Ridge, express bus or free ferry to Manhattan), it's annoying having tourists and homeless people taking our seats and crowding our ferry. The ferry and the SBS are our compensation for not being connected to the subway system.

Just so you know historically it was not always free.
As a native Staten Islander remember when the fare was something like twenty-five or maybe fifty cents paid on the Whitehall side only, that is you didn't pay at Saint George (to get off the Island, sound familiar???). Think it was a nickel or so way back in the day.
Rudy G as one recalls to curry favour with Staten Islanders or for whatever reasons pushed to get rid of the fare making the boats free.
What do you think of potential fares for the Staten Island ferry?
It's a moronic idea.
The fare on the Staten Island Ferry was dropped when the double ride was adopted for all those Queensites who had to pay double fares to get into Manhattan to work. It greatly simplified the system.
Why re-complicate the system with residency requirements, special ID cards, etc.
Charge "tourists" to see Staten Island and the number of tourists will soon fall to close to zero.
The flip side? Charge all Staten Islanders $4 whenever they enter Manhattan? Fair is FARE, right?
Again, a monumentally MORONIC idea.
