Yes, this is true. However, I doubt many people put Downtown Brooklyn in the same category as the Chicago Loop.

IMO below 14th Street is Downtown.

Midtown to me is the "middle of the town"

I would say anything below either 42nd street or 34th street depending on ones perspective.
