The main roads I drive on daily are nearly impossible to speed on due to congestion or red lights/stop signs every block, but I try to speed every chance I get.
It doesn't matter what speed limit they adopt because if a pedestrian is hit at 10mph in close range the result is still the same. It's all about the rate not just the speed. If a taxi quickly gets around a car and jams on the gas from 5mph - 15mph that instant burst has a lot of momentum and if someone is struck it still has a lot of torque.
This 25mph limit will only get ignored over time because it will make traffic flow worst and people will get impatient and more auto accidents will happen between people who drive below the limit and those who disregard it.
Now, where was that thread again that says DeBasio was the best mayor ever.
Enforcement is up to local precinct commanders and there are currently no plans for a ticket blitz. but surely one will come. Most likely, at some point, late at night when it is easier to enforce, the city will order this cash cow out of the barn and the tickets will fly.
30 MPH is very unlikely to get anyone a ticket, except in a school zone, after all that's only 5 MPH over, but do 40 MPH at two in the morning going up 3rd avenue at your own peril.

I AM old, and I have friends but I STILL won't take a taxi.
They are for lazy dimwits "afraid" to mingle with people in subways and buses. They imagine themselves in a limo as they spend their last $10 to get to a DOLLAR store.
We know the type: "Ohhh, I'd NEVER take the subway!"

You guys must have had terrible experiences with taxis way back in your past. Perhaps the driver picked his nose as he was giving you the change? Or perhaps he wouldn't give you the change while picking his nose? Or maybe he dropped you at the Metropolitan Museum of Art instead of the Museum of Modern Art and you didn't know the difference, believing to this day that he did it on purpose?

No terrible experiences need. All one needs do is to stand on any avenue and do a count to determine the percentage of cabs contributing to the intolerable traffic congestion in Manhattan and helping to poison the air. Most have 1 customer, many have none. Each of these cabs is driving CONTINUOUSLY for 24 hours ferrying those who think they are too good for public transportation.
Average cab drives 70,000 miles in the City in a year.
Solution: Add a tax of $5 per ride (or $10) and put the money into improving public transportation.

I hate the subway and Taxis, but perhaps Taxis more. Their drivers are nasty and they're the reason Manhattan is almost impossible to drive around safely.
