You can try the lotteries but the odds of getting an apartment in a lottery are slim to none and you have to meet income requirements (not that you plan on having a room mate). Even with those, they only rent certain size apartments to certain family sizes --- Some expect a family size of 3 to 4 for a 2BR.

There are also low income apartments through HUD but they have the same rules about family size and the waiting lists for those are 4 years and more. I applied for a 2br and my waiting list is 4 years ---- some others I applied for, the waiting list is close to 10 years!

Thats not possible in KY, I pay 1100 for a two bed room in a downtown high rise.. In Kentucky one of the cheapest states to live in in the country.. the price of my place in NY would be at least 3,000 a month maybe 4 grand.
