New York City allows construction sites to legally use loud jackhammers beginning at 7 AM in the morning, week days
Do other cities allow this?
To me that's uncivilized.
If I were Mayor I would try to change it to 9 AM
Suppose a construction site opened across the street from you

Forget it, you can't go to sleep after 11 PM, building developers are more important
I actually don't have a huge problem with 7am start time as it helps to ensure that the work ends at a reasonable hour. I don't know about others, but I would much rather have to wake up a little earlier than stay awake extra late (or just not be able to enjoy a reasonably quiet evening, period) due to construction noise.
After 6PM requires a special work permit for certain types of situations which are pretty rare or is emergency work. The 7AM start time is usually in line with Daylight Savings Time which allows for a 8 hour workday to be done in daylight.
I'm a union carpenter and I could be wrong but believe the start time for residential areas is 8:00am, areas not close to residential buildings is 7:00.

8AM is for everything except for construction. This holds true for the Island too.
There was an article in the Times a while ago, about how construction projects can be active THROUGHOUT THE NIGHT, if whatever city department is in charge deems it necessary.
There were stories of people kept up ALL NIGHT LONG, and how this actually was not uncommon.
(Perhaps this is known as Bloomberg's Law?)
