They don't come up from the drain because there is a trap always filled with water otherwise there would be sewer gases coming into your apartment.
Roaches CAN swim, but won't unless forced. Likely in bathtub because there are droplets of water it can drink, even if it has to go into the drain a bit to get some.

The need for water is why roaches are usually a kitchen/bathroom problem.

Common, but not ubiquitous. I haven't seen a roach in years. And just because you have a few doesn't mean you can't get rid of them. The first thing to do is to allow yourself some time to find a really good exterminator and spray the place thoroughly before you move in. Then be a tidy housekeeper for a while.
