Hoping to reply to some specific counterpoints raised here:

My concern is the niqab AND burqa, as both cover the face, and I see plenty of both in public. You'll notice my OP never mentioned the veil, because that's not a security issue, so why bring that in?

In the event of a crime, in this country, we run to security camera tapes to find and prosecute a suspected criminal of felony, including violent assaults. To let women (or men) cover their FACE in the name of religion can be a way to dodge NYC security systems. That's my point.

Conservative dress by ultra-Orthodox Jewish males does not cover their faces. Even with beards, all are identifiable people, if they were to commit a street crime. False equation there.

As for First Amendment, there are cases that defined even the very precious right to Freedom of Religious expression. First Amendment bumps into its limit (Reynolds v. US 1878) "when [religious] principles break out into overt acts against peace and good order." Covered faces interfere with "good order" because citizens can't identify nor police appropriately solve a crime scene caught on camera when there's a face-veil. It's a balance of rights: my right to count on the legal system is interfered with by someone else's right to express her modesty in this particular religious way.

You're free to walk around wearing any kind of face-covering mask you want, actually. We place a higher value on individual freedom than European countries. This seems to be working out OK for us.
