The junkies indicated by the racist comment lived in squats to the east. Although those were actually white anti-socials who got in with the wrong crowds rather than pursuing the dreams they came with.
I was in that area rather frequently. Even in the 90s second avenue was ghetto (not as bad as further east but pretty bad). It was full of junkies and other garbage people and yes they lived there. 2nd Avenue is a lot better these days, ditto first.

I was on a corner a few blocks away and a knot of people were standing around staring up at the billowing smoke as if it were entertainment, snapping pictures with their cells.

In terms of the restaurants, we know Pommes Frites has every intention of eventually reopening. Anyone think Sushi Park or East Noodle will come back? Unfortunately I can't see it happening.
