In very small buildings owners will do much of the super's work to save money.
Large buildings and or those covered by any of the large managing agents tend to have their own sources for finding superintendents. Usually but not always this means hiring the son or family of someone who already works for the building/company.
Some property owner's have a guy who lives elsewhere (New Jersey or Pennsylvania) that drives into the City daily to service several buildings. He can work for one or more owners and shows up to take out the rubbish, hose the sidewalks, clean the halls and so forth. Usually tenants have a way to contact (cell or text) or they must call the LL who will arrange things if something needs done inside an apartment.
The only other way to be come a super is to get into the union and work your way "up". In some buildings doormen also double duty as "porters" with some learning the skills required to become a super. Things such as how to operate the boilers/HAVC system (which IIRC requires certification).
