When I was looking at living in the area I recall bluedog2 mentioning locals along the area taking advantage of the offer often with leisurely strolls in the mornings before the crowds arrived.

Lots of people in my neighborhood and other neighborhoods adjoining the Botanical Garden have memberships that offer access to the grounds on days and hours that it is not open to the public. People are in there early every day jogging,birdwatching,etc.
