Here yah go:
Air Horns S-13530 - Uline

(Please wear good ear protection.)

I had the problem and I hauled my speakers (with 14 inch bass drivers) against the wall and did the Saint-Saens Organ Symphony (#3.) That would take pictures off their walls.
My neighbors got the hint.

1) a fan will help if you need white noise - even check your range fan, sometimes they are good for that.

2) start making 311 online complaints about "noisy neighbor" - they go to the local police precinct. you will get email confirmations. be emphatic about the noise and **it does NOT have to be only during certain hours** this is VERY important as some people are believing otherwise.

3) keep track of your 311 complaints. give the police about 1-2 hrs from the time they receive the complaint to act on it. sometimes it takes a really long time for them to react, that's ok, the complaint is on record.

4) talk to the precinct and explain the situation. the police are usually pretty good to respond to noise complaints. when you make the 2nd one, be sure and include the conf # from the prior one, and so on.

5) 3 complaints and the police are obligated to take the speakers/stereo away from the tenant.

6) continued complaints and the police themselves file a nuisance complaint against the owner but you can, and should do this yourself. again, this is why you keep a record of your complaints. the police won't say who complained either, so don't worry about that.

**you can make these complaints online - I do - very tiresome to deal with the 311 operator.

good luck. I totally get this.

Whether on line or by the phone, the police are not known to pursue noise complaints very vigorously and I believe it would be a violation of the 4th Amendment to take the stereo and speakers.

Hey...will work for pay....

I don't know where you are located, but when I took similar steps about my noisy neighbor who was throwing loud parties on his deck that went to 4 a.m., the police listed me as unstable. Any advice on that?

There are many white noise machines on the market. Look for ones designed for infants and toddlers- my 7 year old still loves his.

It sounds like you are on a passenger jet during "sleep time". I have no idea if it will block the much too common noisy neighbor. But they do not cost much.

Good luck. In my experience, these battles are rarely won. Moving is inevitable.
