Is the fair market rent not the fantasy broker rent for Chinatown and the LES equivalent to rents in Yorkville and Harlem? It's a working class neighborhood with minorities mainly Chinese so how does that factor into it?

Or is the fair rent higher because the location is Downtown and not far uptown like Harlem or far east like UES?
