So if you fall into this category and you don't already have a rent stabilized apartment, then I guess you're out of luck. The focus in these articles is always on rent stabilization laws, but everyone always ignores the fact that people already in rent-stabilized units have already had it better/easier than those whose apartments don't fall under RS.
Another kind of weird thing about this article is that the title talks about "Middle income" but if you start reading, you see quickly they are talking about some category of people who make $17,000 to $40,900. $17K doesn't sound middle or even moderate to me... it sounds poor.
