There are two fire hydrants located on Academy Street between Seaman and Broadway in Inwood that are constantly being opened. I wouldn't mind so much but there is not one but two playgrounds with large areas set aside for children to enjoy sprinklers. These playgrounds are both a five-minute walk from there, are well maintained and I can understand why kids enjoy these nice sprinklers.
I've called 311 I don't know how many times about these open hydrants. I've visited the fire house a few blocks from here to complain. I believe there is some style of cap for fire hydrants that are not so easy to open. I've requested these in calls to 311 and nothing has happened. Suggestions?
Move... Some people in some parts of Inwood are exactly the most civilized, and that's probably why nothing is being done about it. Why do you care so much anyway?

Because water is not an unlimited natural resource!
FDNY is okay with opening the hydrants when it is hot out. People have been opening up hydrants in the summer for decades now. Why all of a sudden the opposition against them?

Only if they have a spray cap installed to limit the water flow. An open hydrant with no spray cap can spray out 1,000+ gallons a minute and lowers the water pressure of surrounding hydrants. You can be faced with a $1,000 fine or up to 30 days in jail for opening a hydrant without a spray cap.

But how do we know that the hydrants the OP is complaining about don't have spray caps on them?

I didn't reply to the OP, I replied to you. You stated that the FDNY is okay with opening the hydrants, without qualification, which is patently false.

The FDNY is fine with people opening hydrants as long as they get a spray cap. What I said wasn't false. No need to study for qualifying exams in order to open a hydrant.

They're not fine with it. And the hood is not putting down the $40 deposit for the spray cap. You know people just go ahead and open it with a wrench - that's not the right way to do it...
