How about toilet, sink, and stall shower in the basement?

I lived in an 1873 house and there was no place to put a bath upstairs without destroying a bedroom.
So it was put into the basement.
Inspectors came years later for other issues and never said a word. Basement was basically storage, boiler, and bathroom...and my free weights and press bench...and even a coal bin early on. Nobody in his right mind would consider this "an apartment."

(But this was not New York City.)

I didn't know they were illegal my mom built a kitchen and bathroom in her basement. She does most events at her house and doesn't want people coming upstairs for everything.
