It all boils down to the state legislature to decide the fate to remove bails from low level crimes.

Bail discriminates against the poor...
If bail is to be applied fairly perhaps something like 50% of your net worth for serious crimes is reasonable.
Zero seems about right for piddling offenses.

And I have to wonder what the appearance rate is for suspects that are RORed.

Might be a few constitutional issues involved there. No bail for public nuisance or something might be considered "excessive". Though the logistic issues would be even worse; we'd need a few buildings the size of 55 water for the jails.
