You can find a very nice one-bedroom in Washington Heights/Inwood in upper Manhattan with that budget. Lovely parks and a dog run. It would be a half-hour commute to Midtown (west) and I'm not sure how long to Dumbo. Trulia.com is a helpful real estate website.
Prospect Heights - walk 6 blocks to Park Slope's 7th Ave etc for the food coop, restaurants, etc.. but the rents are a shade less than Park Slope.
For the woof -- perfect access to Prospect Park.
For you: cultural institutions include Brooklyn Museum, Brooklyn Botanical Gardens, and main branch of Brooklyn Public Library have events all year. Runs and various public events in Prospect Park, too. It's beautiful any day of the week; was designed by Frederic Law Olmsted (Central Park).
Statistically, Prospect Heights is among the best racially integrated neighborhoods in NYC, IIRC "50-50 bw."
Look around Grand Army Plaza at Flatbush or Eastern Parkway/Brooklyn Museum. If you locate cleverly, you can walk to 4 different subway lines: 2, 3, B and Q so there's good express service into Manhattan or across Brooklyn (west to east).
Streets like: Underhill, Sterling, St. Marks, Washington Ave.
It's not known as a gayborhood, just a progressive area; NYU professors' families or NYU students (share), whitecollar workforce in Lower Manhattan (good access to Wall St. or Village), and longterm residents of the Old Brooklyn just trying to stay put as rents rise around them.
I think at your budget you could find a nice 1 br, or a 2br with some compromises.
