I just moved into/live in 5 apartment small building. The ground floor tenats are a small business. They are the only person with access to electric boxes, gas shut-off and water in an emergency. Owner asked for access and ground floor tenant refuses to give owner access in an emergency. I have searched the web but need to know: Can the ground floor tenants deny my owner access to circuit breakers, gas, etc.
In the night, Sundays, whenever store is closed, we/the other tenants will have no way if accessing these emergency things. Is it against the law for owner to be denied access 24 hour emergency access? I am concerned that if a circuit breaker needs to be reset i will be without electricity until store re-opens.Thanks.

Default I meant "Can one tenant deny access to the OTHER tenants electric boxes, etc.

Sorry, I meant can one tenant deny access to the other tenants services. Thanks again.

If it is a true emergency, a landlord can usually let himself in with out any notice. This should be in your state's landlord/tenant handbook. If not an emergency, it usually requires a notice- often 24 hrs.

Default Landlord does not have access/no key.

That was my question: must the landlord be given a key, by law?
