Can someone who is only employed part-time be eligible for affordable housing in New York?

Whether or not you're employed full time doesn't matter as much as how much you earn, I think.

I agree that I don't think part-time earnings are a problem. What would set off alarm bells is if a person had been earning more money recently, and that showed up on 2014 and 2013 tax returns. The higher earnings those years would disqualify the person from low-income apartments. So in other words, someone can't be earning a good salary and decide to go part-time just in order to qualify. It won't work.

Suppose the person is a lawyer or some other well-paid professional and works only a few hours a week. That person would probably not be picked for low-income housing because he or she has a real potential for high earnings. In other words, the applicant must show "continuing need."

I'm sure there are exceptions, though, especially if there is some extenuating circumstances.

You can absolutely apply. Whether full time or part time or per diem or self employed. The status doesn't matter but the amount of income you earn does.

Students with part time jobs, CANT apply. Well technically they can apply (anyone can) but just wont get accepted.

I don’t think it is going to matter you are a full-timer or a part-timer. But the affordability factor would largely depend upon your earnings.
To be on safe side you can check for local service professionals who can guide you better. Else go ahead with it.
