Well, they're paying 3 million to live next to the PJs, with very little else around. That's pretty serious.
Do these townhouses come with a garage or at least a parking spot? Or do they have to park their Benz in front of the PJs or down some quiet industrial dead end street?
Who said there were children? Both gay and straight single persons are buying townhouses/brownstones especially in Brooklyn. Or, it could be a gay or straight childless couple who plan to remain so.
Finally there are always investors and flippers betting on Red Hook getting even hotter.
Coulda this, coulda that. Reproduction happens. Maybe they discriminate through impractical non-family oriented layouts.

The PJ's are so neutered compared to 15 years ago that these folks have little to fear.
When it comes to yupster or trustafarian families Red Hook is a good neighborhood. It's quiet, has little traffic, has Fairway, Ikea, plenty of restaurants, etc.
Uber works for people that live in proximity to public transportation. It also works for people that do not have access to public transportation, and have garages. Not sure if the invention of Uber gives reason to pay more money to purchase a house.

I can assure you that folks buying $3MM townhouses will be quite alright when it comes to transportation.
As for development, maybe these people are trying to get away from development? They have plenty of it right over the East River and in other Brooklyn neighborhoods.
Maybe they just want peace and quite. Similar to those that are living in the Financial District. Not everyone cares for having development right around the block.
