It was so much a fact that there was even some level of violence in the 80s and 90s.
I don't think that there is the same level of hostility now that both groups are being gentrified out, and with Mexicans moving in, their cultural dissimilarity to Dominicans is raising its own separate issues. In fact Mexicans in part of the Bronx have been complaining about facing ethnically based violence from Puerto Ricans, and Dominicans, as well as from AAs.
Mexicans are thought as of an easy target in many hood areas. It's known they work odd hours and are paid in cash. They also tend to not get authorities involved for fear of being deported. But after being here a bit they've smartened up and adjusted. I suspect only the recently arrived are easy marks now.
So are Africans and many west Indians yet cultures are different. Many Africans and west Indians refuse to date African-americans BTW. So this is really not that unique.
One of my best friends is half Dominican, half African-American. He was born in 1970 or 71 so his parents' relationship likely started in the 1960s. I believe he was from Queens (always wearing Mets gear) but I knew him growing up in Mt. Vernon/Bronx.
He was always getting jumped; in part for being a Dominican/African-American and in part for being a Mets fan.

I know a lot of Dominicans and almost none of them look black enough to be considered black by most people
