Chinese are notorious for herion usage as well as selling to them. Drugs are apart of daily life in the city.

This city has been fueled by drugs since the beginning of time.
That guy in the alley wasn't doing heroin, he has diabetes and was shooting insulin. Common OP! Not cool to just label somebody like that. #DiabeticsLiveMatter
I live in a good area and I'm 90% sure the kids on the corner of my block are drug dealers based on the convos I've heard as I walked past.
Growing up seeing crack vials was a normal thing.
It's not limited to the bad areas. The rich are getting high on coke, pills or whatever is the drug du jour of the moment. And the police are not willing to do much about it because they know these people need rehab more than a jail cell.
Guess you should avoid lots of office buildings too since so many people do coke at their desks and in the bathroom stalls too.
