This isn't the last of the story. Now because of the loud cry from activists and the public, city, state, and federal officials are condemning the MTA and demanding that they speed things up.
Thats cause by 2020 is when more white people would have taken over east harlem and only then is when things get done
Actually racial panhandlers do get factored into the MTA's decisions. I knew this guy that worked at a subcontractor for the MTA building those high tech displays at Grand Central as well as the free wifi on subway stations. Anyway, when they were working on the project they questioned why the MTA choose a station in the South Bronx along with Grand Central as their pilot initiative instead of choosing another high volume station and was indirectly told that it had a racial and thus political element to it. So while there is a racial pecking order for MTA funds, I can assure you that the residents of East Harlem won't be shortchanged.

.....that would be great spots for wifi! Those are major transit hubs, with connections to both east and west sides.
Back to 2nd Avenue. This is loooong overdue, despite billions of dollars. I do remember the late professor Dick Netzer's proposal of a Second Avenue Light Rail, which would have been less costly. However a good proposal, I don't know if a light rail would have handled the passenger crowds and demand. The current system can hardly handle things, now, with its very crowded subways and crowded regular and select buses!
Is the first phase of the 2nd avenue subway still on par with the projected opening of late 2016/early 2017?
Hope so. The fact the the 7 line extension was completed and has been up and running now for several months gives me hope the 2nd ave line will be too.
