These Targets are not comparable to the Super Target stores in the suburbs like in NJ where they have grocery, eateries, Starbucks, and home goods. Now they have mini Apple area and new Artisan Pizza hut.

The one in College Point has all that stuff, and a huge parking lot out front. It's pretty convenient.

The one in Flushing has groceries. A restaurant isn't really needed since there are a couple of restaurants both Asian and non-Asian in the same complex along with an Asian supermarket. Parking is free for 3 hours.

So Target is basically following this group from the suburbs to the city. Walmart wanted to do this as well but were denied.
I'm curious why Walmart was denied in Manhattan but Target isn't. As evil as they both are I have shopped at both and really don't think one is better than the next. I don't shop at either much as both are two over priced for me for most things.

Walmart was denied in just more than Manhattan. You won't find them anywhere in the boros either. They obviously don't have their money in the right pockets, at least when it comes to NYC.
