That doesn't apply to this incident. That crane was inspected frequently and all major changes had to be requested and approved to and by the city. If there's a failure there it's on the buildings department, not on a self-policing failure. And actually, Bay Crane is extra careful, normally that sort of crane is supposed to be lowered at wind gusts of 30-35 mph, but Bay Crane had even stricter policies to lower at 25 mph
