This is false. I see the reports myself from time to time from TLC hearings. As long as the complainant is willing to follow through, the TLC does not mess around.
I recently saw a report on a cabbie who was fined $1,500 for refusing to take a fare to Queens from Manhattan.

It's not that cut and dry. They're not going to give someone a ticket based off of dashcam footage because there's no way to tell who was actually driving. However If an officer responds to a wreck, a ticket can absolutely be issued to the party at fault, regardless of if the officer personally witnessed it.

Very few officers in the NYPD are trained to issue summonses based on observations at the scene of an accident. Pretty much only highway. This is why components of Vision Zero rely on ECB summonses which do not require personal observance of the violation.
