If you look at who is sponsoring this stupid idea and out front/center with the photo ops it gives you a clue to their motives.
Demographics of the City especially in certain areas is starting to change. However if historical trends hold the "poor" and other certain demographics will not be politically active, but the new arrivals by nature will. To put it bluntly the more whites/transplants and or wealthier residents move into former black, latino areas there is a good chance politics will change.
It will take decades until or even if certain parts of Brooklyn, Queens, and Bronx become majority white (again), but that won't matter if whites and or others come together and vote en bloc in contrast to minorities. This even if the latter holds the majority.
Clearly Black and other non whites DO vote. They are making a huge difference in the Democratic primaries, where Hillary Clinton is blowing Bernie Sanders out of the water.
In NYC believe it or not all Blacks or Hispanics are poor. In fact they are very politically active. You've a number of Hispanics and Blacks in the city council. The borough President of the Bronx is generally Hispanic.

You've got a heck of a nerve calling someone "ignorant". Every other word out of your mouth (posts) is about poverty, race, blacks, Latinos, illiterate, non-educated and so forth New Yorkers. Often your posts show little to no reality of NYC that the rest of us currently live. And for God sakes stop drawing national races into this debate. No one is talking about what HC or BS is doing elsewhere because this is a NEW YORK CITY THREAD. After the primaries here you can mouth off about the out come then.

No, stop and frisk was NEVER constitutional. Judge Scheindlin went with that, and Bloomberg kept appealing it. There was dissent before it began, Bloomberg STILL to this day says something roughly to the lines "the hell with the law, this plan makes more sense".
Judge Scheindlin was kicked off of the case due to bias, a fact that anti-SQF champions ALWAYS ignore. The only reason her order still stands is because anti-law enforcement DeBlasio dropped the city's appeal, which was winning up to that point. Furthermore, "SQF" is literally legal and Constitutional nationwide, having been created by the courts themselves in Terry v. Ohio.
