Long shut out of good civilFast forward to modern times and when many state and local governments began slashing civil service payrolls it is the minorities that are feeling the pinch. Again just look at the USPS and who is fighting against various modernization and or cost cutting measures.
Civil services helped minorities get a good paying job without the need for higher education. In addition, many leverage their civil services jobs into acquiring affordable housing (homeownership) and have their kids attend 2-3rd tier universities. I doubt queens ever becomes famous for black households having higher income than whites without civil services jobs.
Large portions of the NYC civil service jobs do not pay very well which easily translates into why not only whites but anyone else who can do better elsewhere, does. Things that do pay well such as FDNY, NYPD, DSNY, School Construction, trades, etc... are highly wanted but selective.
What is equally telling is that for the professions such as law; CUNY graduates end up often working for the City, but those from top law schools usually find employment elsewhere. When they do end up in say a DA's office it is part of a plan with long term career goals in mind.
While the role of many civil services jobs have not kept pace with how expensive NYC has gotten, so hasn't many private sector jobs. Many old timers with pension and a house are doing far better today than had civil service job not been an option in the old NYC (before globalization). While many of their kids are unable to attain high paying jobs many instead live with their parents and save on the rent (helps them save for downpayment on a house in an affordable area).

Some of the pay scales for NYC civil service workers are truly pathetic. It is no wonder high quality applicants look elsewhere. It also probably explains why you see so much corruption, poor customer service, and why many from the Bloomberg administration jumped at the chance to go work for his company.
Now truth to tell for a good number of persons FDNY, DSNY, NYPD are probably the highest paying/best benefit offering gig they are going to get. Am not hating but it is true.
Plenty of young guys I knew then and now from SI, Brooklyn and Queens as Uncle Junior of the Sopranos would say "don't have the makings of a varsity player". *LOL*
As employment options for those without a four year college degree (with a good to excellent GPA) dwindle you are seeing peeps run for the various civil servant jobs that do pay good wages. Lines to take the exams for FDNY, NYPD, DSNY, and the other "good" NYC jobs are often not just out the door but down the street and around the corner.
You see the same thing when the trade unions open up their lists.
Until every single legal American citizen has a job, there should be a halt to all immigration. I don't care if it takes 10 years. It started with corporations out sourcing to India - and brining Indians over to be trained to take American jobs at half the salary, now it's creeped down to lower level blue collar jobs. Hate on Trump all you want.
