You are misinterpreting the data.
According to StreetEasy's information you need a minimum yearly income of $52,000 to afford an apartment in NYC. That being said the only listings that qualify for said parameters were found in Parkchester in the Bronx.
To wit:

Minimum Required Annual Salary: $52,800

It is important to note StreetEasy only used information obtained from apartment listings. That is if the apartment in question is or was not listed to the public that information would not be in their database. This would include apartments where the LL uses internal systems to rent units instead of going without side brokers.
The information also does not included apartments currently rented (obviously) where tenants are paying less than market rate.
For instance according to the interactive website you need income of >100k to live below Harlem. We all know there are plenty of persons currently living on the UES, UWS, Chelsea, West Village, etc... who earn less, much less than 100k per year.
