Like all elected officials Cuomo likes infrastructure projects. They are something politicians can slap their name on/be attached to that will be around decades after they've left office and or even this world.

On some lines (#6 comes to mind) trains are running as frequently as possible, especially during rush hour. However the signals and dwell time are what they are; not sure sitting on a slow moving train is any better than standing on the platform waiting. *LOL*
Oh and God forbid something happens that backs things up. A few weeks ago going downtown on the #6 during late rush hour there was a track fire or something at Union Square; had trains backed up all the way past Harlem into the Bronx.

There is something wrong with running 51 year old trains that break down frequently and have A/C's that don't function properly. And how are we going to achieve more frequent service if we don't have enough cars, hence this order.

I would consider cars that can have 10% more passengers and improvement in service.
