Signed up to a tour at noon this week but Weather Channel said it's going to be between 90-93 degrees between 12-2. It's a completely outdoor walking tour. I'm not sure if I should just skip it and go another time.

Do it but be smart. I went for a three mile walk in Central Park yesterday. One of the keys is to maximize shade. At noon with daylight savings time, stay on the east side of the avenues, and the south side of the streets. I don't know how long your tour is, but by 1 PM, there won't be any shade on the avenues till after 2. So hopefully you'll be done by then.

Do you really need advice on this? Use your brain fella. Why would you need to ask another person if you should do a strenuous activity when it's boiling hot out? You must be a millennial.
No, I certainly would not. I would consider it if it were between 8 and 10 am.
