Are you familiar with the area? It is a great building but, IMO, an awful location. It's on Spruce Street near the Brooklyn Bridge/Brooklyn Bridge MTA, kind of in the Civic Center/Financial District area.

I would be very reluctant to move there.

Make up your mind. Do you want the best view of Manhattan or to be IN Manhattan. Ever hear of not seeing the forest for the trees?

I want a grand view of Manhattan in Manhattan. Plenty of buildings offer that...don't need to move all the way to NJ
