I haven't noticed any problem on my block in Queens other than after snowstorms when garbage or recycling can go weeks without a collection. The pictures in the story show household/business trash in street receptacles. That's illegal.
I have noticed a change though that recycling on my block is collected by a night shift all year long. It used to be night collections were only done in winter during snow season. I thought that was done to have crews available for snow removal when necessary.
Have noticed for some time now when our regular collection day falls on a legal holiday, sanitation does not come around until the next regularly scheduled time. So if they miss Monday, chances are good they won't come until Wednesday.
All bets are off if there is a storm or whatever. It could be days or even in some cases a week or longer before DSNY shows up.
