I paid a pet deposit and am assuming that with no damage caused by my pet (a cat) this would be returned to me when I move out, unlike pet rent. Is this true?
There IS no damage since she has multiple scratching posts and uses them, and has never gone outside her box. The worst I could say is there are some dirty paw prints on the windowsills.

Just like everything else it all depends on the management company/landlord and building. Some are a 1 time non refundable pet fee, some are a refundable pet deposit.
Well, what does your lease say? Or any other paperwork that was signed regarding this deposit?
