If the car doesn't pass inspection the tints are removed or the car doesn't get to be registered.
You'll see less tinting because once a year they'd have to go off- rather than on the oft chance you get ticketed.
Almost all tinting of the front windows is illegal in New York. Many think they can get minor tints, but realistically VERY little is tolerated by NYS law.
You can drive your out of state vehicle though with them! Interstate Commerce Act!... if it's legal in your home state, it's legal while in another.
Maybe New York should just devise a single, 'NY approved' model of car.

Nearly all cars delivered have 50 state ready legal tint. I think there was a Lexus RX that stocked with a slight mirror tint that was illegal in a few states or so, but they let it go.
Here is the question I do not get. They want to enforce a tint law for police safety so that they can see into your vehicle as they approach from the side. The law states that for passenger cars, all sides and including the back side passenger windows have to allow 70% of light to travel through. But for SUV & Van, only the front driver and front passenger window need to allow 70% light to come in, but for the back side passenger windows, they allow any degree of tint to be used. Why is that?
