Affordable housing project status: lease-up completed (tenants, building, senior)

I just noticed the project status for some of the affordable housing on the NYC housing connect website I applied to has changed from tenant selection in progress to lease-up completed. Do they still keep a waiting list of applicants from the current lottery or will they start a new lottery in the future if they need to fill vacancies?

That means the tenants have been picked and whoever hasn't has been waitlisted. Don't hold on to hope for that. Find another building and apply to it

how would you know when/where the lotteries are being held...ive been applying for 5 years to no response. also realized there is a lot of senior bldgs. and upper middle class bldgs. being built.
