NYPD supported Trump in large numbers, so it's just a case of the bird coming home to roost. NYC can just untangle all obstacles to further real estate development and unlock property values like the Sunnyside Yard, Willets Point, Southern Bronx, and bulldozing the LES. They should have done this sooner.
NYPD can eliminate the officers guarding the trump tower. That is a huge money saving action right there. The Trumps can move to DC where their protection is already covered under secret service budget.

Trump will take away 190 million from the NYPD and this is just the tip of the Iceberg in the funding both the city and state stand to lose. Looks like NY better legalize marijuana and decriminalize other drugs if not legalize them as well as police resources are going to be really tight with these cutbacks.
Clinton was the one who increased federal funding to large cities in terms of policing. It lead to mass incarceration. One thing you can't accuse Trump of is maintaining the status quote just because.
The city, of it really needs the money for counter terrorism they can cut funds from other programs or find ways to lay off city staff. De Blasio has ugly choices he will have to deal with,
At least he is spending it for security for Trump Tower, thank goodness so at least NYC will have at least some security somewhere.
