So I was just on this popular app and was looking at the weather for NYC, since they got all that snow the last few days. At the app has live cam views of the city. And at 1:30 AM in the morning I can't believe at all of the activity on the streets of NYC. Traffic galore. Cars, city cabs, buses. Lots of pedestrians all walking around. City workers working. And this is on a 41 degree night. It's like the city that never sleeps. This is a city I need to be at! Up all night, sleep all day. Yeah lol.

I thought it was kind of funny that you thought that 1:30 was late and that a 41 degree night was cold. You really must be from California!
A 41 degree night in winter is way above average temperature. That's an average high for the daytime during winter here. Lows at night in winter average around late 20s. We've had a freakishly warm winter this year. Also that snow was not a lot for us at all.
But to answer your question: yes. Last call is 4am here. Some places stay open but stop serving for a few hours (legally, at least). There's a nightclub in my neighborhood that's open 24/7. 4am is also when the after hours parties start/open. And as other people have said subways, buses, and SI ferry never stop running. Some areas are more lively than others during the late night hours, but no matter where you are, even in more residential areas, you can always find something open and some pedestrian activity at the very least.

Lmao we've all been there. I hate being the person on the train that's still on his way home from the night before while everyone else is on their way to work. It's not the best feeling, but at least it usually means you had a fun time.
One thing I could never imagine is taking the Staten Island ferry at those hours with all the drunk people. I know that they also have beer on the ferry too.

I remember being on a 4/5/6 train at 4:30am on a weekday once and it was standing room only!
They should give NYC a clever nickname like The City That Never Sleeps or something like that.
