It looks like a waste of space. It's thin and narrow, so all that empty space in between looks like nothing else can be built or the arch would be over much shorter buildings, and I'm not so sure anyone would actually like that.

They could combat this by only having the arch start at about floor 40 or so, low enough that only the arch itself will be visible from afar...but still cram a lot more apartments in.

I think that's the point of it? They would probably be buying the air rights from the other buildings so they can build taller.
As someone in high rise construction at the blue collar end I can assure you that this structure will never be built as drawn. It's an architectural concept exercise.
