I don't have a problem with that, it would be messed up if a kid got pulled out of school by ICE agents. Then again, the article says ICE has never tried to do that.
Thankfully, federal law is supreme to state/local law in these instances. When the feds have proper legal papers and authorities (i.e. warrants to enter schools or merely reasonable suspicion that one is in the country illegally when out and about outside of school), interference by de Blasion and NYPD will result in federal charges of obstruction, etc. Still, ICE wouldn't be going into schools as a general matter anyway, so this move is merely for show by the clown de Blasio.
From what I understand these orders are not new and have been on the books since Koch was Mayor. DeBlasio is pandering to his illegal alien base. In any event federal law supersedes local law so it's still an invalid order. Also, when was the last time ICE raided a school looking for illegal aliens? 25% of the NYC school system would be deported. It's actually not a bad idea to round up these bastards at the schools.
